Reconcile fbo.gov and grants.gov SETASIDE/EligibilityCategory #139

In order to have more advanced search features, we'll need to figure out how best to reconcile similar but somewhat disparate fields across datasets. A good example of this is FBO's SETASIDE vs. grants.gov's EligibilityCategory (and any other applicable fields, either on the same datasets or others-- grants.gov also has some other Eligibility fields we need to suss out).

Or perhaps we don't, and we just throw an error when a user searches for an incompatible data_source/[EligibilityCategory|SETASIDE] combo.
