add google webmaster tools #143

To verify fbopen with google webmaster tools, we need to create a small HTML file at http://fbopen.gsa.gov/googleaaa373e99c6c59e3.html. The contents of that file just need to be this: 

google-site-verification: googleaaa373e99c6c59e3.html

Then let me know and I can complete the verification process.

@gbinal Should be pushed live this week along with a lot of changes.

So this is still hung up with our deployment, but I can do this manually in the interim. However, it would be easier to do the verification with the HTML tag instead of the page, because reasons. Can you follow the directions here and get back to me with our verification deets, @gbinal ? Thanks!
