Scrape dodsbir.net #85

scrape these sbir notices as a new source of data for fbopen

Most of a scraper is now available at https://github.com/jroo/dodsbir-scrape. I need to find out what it will take to bring it into fbopen.

@jroo any update on when your work can be integrated into production?

@dwcaraway it's ready to be imported by someone on the fbopen team. happy to help if there are any questions.

@arowla can we get someone assigned to deploying this change? i demo to industry on 24 July and would love to showcase SBIR integration on FBOpen, if possible.

@arowla This is ready but waiting on the new elasticsearch server to go into production, right? Can we close this ticket?

All the infrastructure is written, but it needs to be integrated into our loader scripts. Working on it.

This is done. The data may need some tweaking, but we'll deal with those issues as they arise.
