Create flows around committee dashboard

Goal: Create flow diagrams that illustrate the key steps for a potential dashboard view for committee filers.

Criteria: 18F team reviews and gives :+1: to the flows.

Background One of the ideas that emerged from research and the design studio is this concept of a "commmittee dashboard" that filers (and anyone) can view which would contain personalized information like:

• Upcoming deadlines and filing requirements unique to their committee
• Contact information for their RAD officer
• Recent reports and RFAIs
• HTML versions of campaign guides and other resources, particular to them

The idea here is that the "dashboard" need is met by a combination of the new committee pages (on OpenFEC currently), the onboarding checklist and improved calendar.
