Prepwork for phase 3 #24

To prep for upcoming work:

upgrade dependencies to latest versions
switch from jest to vitest for better esm and vite integration
reduce page weight on agency pages (short-term, so Federalist doesn't run out of disk space)
Improved service call error handling - api.usaspending.gov has been returning 502 errors often

ooh interesting! can you tell me more about why vitest instead of jest? I'm starting another project with vue +vite and just put jest on, but if vitest would be better... I wanna know!
