User story

As a project founder transitioning project leadership, I want the new technical point of contact to have all necessary access so that the project can continue without avoidable hiccups.

Acceptance criteria

@alexsoble has the necessary permissions on the:

[x] cloud.gov prototyping space
[x] GitHub repo(s)
[x] Google Drive (just in case)

And:

[x] @alexsoble has been given a walkthrough of the current codebase(s) and issues.
