FSRS and SF-SAC in relation to overlaps between SAM-API + SF-425 fields #47

FSRS: I'm not finding FFR fields that overlap with FSRS fields but have not already been autopopulated by SAM.

Fwiw, I'm thinking of the FFR as a burn chart intended to create a level of transparency of how grantees are using their money. The problem though, is that instead of being an automated burn chart that reflects real time information, it's a static PDF that, during the lifetime of the grant, is only as up-to-date as grantees make it along the way ( from http://www.cesu.psu.edu/materials/SF-425%20De-Mystified.pdf):

The report indicates how much money has been drawn down, what the funds were used for and the remaining balance left at the end of the reporting period. Each report requires submittal of back-up documentation sufficient to show how the drawn down funds were allocated to the budget items in the recipient’s SF424A, Section B - Budget Categories (combined amount of the original obligated amount plus any modifications). These documents allow the Program Officer (PO) and Grants Management Officer (GMO) to ensure the project is staying within the parameters of the agreement.

SF-SAC (Federal Audit Clearinghouse) is already digitized, which is nice (though the way that they make it difficult to get a form outside of logging into the site is a bit dramatic).

I see the SF-SAC as a form where autopopulation could occur (rather than a source of information that could be used to autopopulate other forms).

All the Auditee information should be the same as the grantee information that can get pulled from SAM - see aqua cells in https://docs.google.com/spreadsheets/d/1TIAfrbB4fglEk66jqRmug5qUE16MHZ0A_nhg-crCl9g/edit#gid=1725995010.

Yeah - re: the burn chart, it's something to confirm with the FFR experts at HHS, but that's they way it's making sense to me . . .
