Use relocatable SEFs

Fixes #595 This PR:

• uses relocatable SEFs
• adds a fitness test that confirms that the project's node.js and browser versions of SaxonJS are the same minor (x.x) version.

Context: Previously, SaxonJS treated all SEFs as "relocatable", meaning their static base URI was considered to be its present location rather than the location it was compiled to. This was changed in SaxonJS 2.4, with the new default being non-relocatable SEFs. See: https://saxonica.plan.io/issues/5462
