feat: control-objective-selection

[markXLIX]

close #639 asserts, diagnostic, xspec for:

• include-all or include-objective
• duplicate checking for exclude- or include- objectives @objective-id values asserts and diagnostics for:
• Compare to profile objectives with SAP objective values.
