feat: SAP User Scope and References #684

Closes #578

A FedRAMP SAP must have an assessment-subject with a type of 'user'.
All exclude-subject and include-subject @subject-uuid values exist within the associated SSP or SAP
Each role-based task has a matching associated-activity with either an associated SSP component or a SAP activity.
Each role-based task has a login-id property
