Mac, Windows, and ARM64 compatibility

Working through a number of issues affecting macOS, Windows, and in some cases, arm64 architectures. This PR:

• Adds additional Github Action runners
• Removes regex usage from xspec summary generator
• Updates to latest node.js stable LTS

@GaryGapinski that looks similar to what you saw on the content reorg, which might be fixed by this change on that branch: https://github.com/18F/fedramp-automation/blob/57c1387f1c396bd0439fcfa734b718ccaf81fd5e/Makefile#L14

make build test would confirm if it's an ordering issue.

Looks good at this time. make all works before and after npm install -g npm@8.19.2.
