It's been a while since the theme was updated in this project, so it looks like it was missing the include that contained the Google Analytics snippet. This updates the guide to the latest version of the uswds-jekyll theme and makes a few tweaks to account for changes in the newer version. Fixes https://github.com/18F/frontend/issues/207
