Consider what strings use to remove subdomains from the domain list

• webmail.*.gov
• vpn.*.gov
• staging.*.gov
• uat*.gov
• test.*.gov

one thing to watch for is that many of the domains don't follow the "staging.*.gov" model, so you may want to just filter for domains containing "staging". Examples:

staging-noaa.cdc.gov staging-inventory.data.gov

This goes for all of the terms, as well (test, uat, etc)
