Update gem for Pages migration to Federalist #82

This is a part of the migration from 18F Pages to New Federalist. It:

Removes the old Pages styles in favor of using the UWDS.
Updates the logo.
Adds a few new features to the _config.yml
Updates links to point to master as the new default branch instead of 18f-pages

Issues to be resolved before merging can be seen here.

Also , are you looking for sign off or for someone to review your specific work?

@wslack It's WIP just because I'm fixing tests and things like that -- the design should be ready for review, so if you have any feedback on that, let me know. I'll ask @jmhooper to review the code once it's slightly more solid. Thank you!!
