Another benefit is that small contracts may come in under your state’s simplified procurement threshold, meaning that agencies can write a request for proposals, publish it, and award a contract, all within 90 days or so.

This is in the Federal Field Guide. Is this mention of state thresholds out of place?

Should it be changed to:

Another benefit is that contracts may come in under the federal simplified acquisition threshold, meaning that agencies can write a request for proposals, publish it, and award a contract, all within 90 days or so.
