EPIC: Updates to the architecture and content of the UX Guide

Making improvements to the organization and content of the UX guide.

Background

This effort got started as a part of updating the resources page content. It became clear that in looking at templates, we also needed to update the site content that related to them.

Effort details are being captured in README: TLC 2024 UX guide update (GSA only)

Issues this work should address

In support of [EPIC] As a site visitor, I'd like the information in the UX guide to reflect up-to-date practices #384

Imbalance of content between Research and Design (research holds the bulk of the content)
Vague page titles that are difficult to understand in search results (Plan, do)
Inconsistent labeling of guide resources #402

As I roll off TLC, a quick update on this work from my perspective:

Work is ongoing to define audience and goals for the UX guides and methods, which will inform the other work that needs to happen:

updating the content on the UX guide, especially the research section, to make it more readable, usable, and reflective of our current practices
based on the new content, updating the navigation to make content more findable
