update to Detail Process page #830

@keithrwilson Cristina would like us to add a link to the Antideficiency act. I'm thinking we add it under "What you should know about details" where it says: "Non reimbursable details to external agencies..."

I think this Wikipedia page explains what the act is the best as it's easier to understand: https://en.wikipedia.org/wiki/Antideficiency_Act

but here is the official link to what the act is: https://www.gao.gov/legal/appropriations-law-decisions/resources

Which do you think we should use?
