UI Spike for Hub

So that we can test some of the assumptions we are making in terms of how the Hub can be re-architected, we should spend some time doing a development spike as a proof of concept. Let's timebox until this Friday.

Acceptance Criteria: New homepage for the Hub with new styles - Just overall layout. Test search to make sure it works the same as what happens on the Hub

Yesterday I added a JS-created table of contents for pages with class layout-article. Some things that need work:

• Need to add Waypoints to update the nav as you scroll.
• The ToC collapses to a select on mobile, but presently obscures the heading. It should stick to the heading.
• The green should ideally match the US Web Design Standards.
• The ToC shouldn't stick to the side of the page if its height is taller than the viewport.
• On mobile, using the ToC shouldn't actually scroll to the headings because the nav itself then obscures the heading. It should scroll up a bit.
