As an 18f employee, I want to know who is new here so that I can help welcome them, so I should see a section on the Hub homepage that lists new hires

Acceptance criteria Given I am an 18f employee When I view the Hub homepage Then I should see a section labeled "Recent Hires" And in this section, I should see the first and last name of each new hire in the last cohort.

[ ] Find out who the new cohorts are
[ ] Fill out their yml files
