Link to guides from hub homepage #590

As an 18F employee, I want to easily find 18F guides, one way of doing this would be to make sure that there is a link on the Hub homepage to the 18F guides site

Acceptance criteria: Given I am a visitor to the 18F Hub When I'm viewing the homepage Then I should see a link to 18F guides featured somewhere prominent And when I click on that link, I should go to https://pages.18f.gov/guides/

Note: Change the link to Karass to a link to 18F guides
