Jmax/lg 14005 socure in hybrid handoff

🛠 Summary of changes

Added controllers for hand-off to Socure, and code to get the hand-off URL from Socure. Doesn't actually do the handoff; just displays an interstitial page with the link.

📜 Testing Plan

Provide a checklist of steps to confirm the changes.

These tests must be run in a local dev environment.

[ ] Update your application.yml file to include the new keys shown below. Note that the values will have to be adapted to your local network environment
[ ] Start the IDP app running on all network interfaces (so you can get to it from your phone). HOST=0.0.0.0 make run
[ ] Using a phone, enter IdV. Verify that when you begin document capture, you end up on the interstitial page.
[ ] Using a desktop, enter IdV hybrid handoff. Verify that when you begin document capture, you end up on the interstitial page.

Hi just some feedback, the squashed merge commit for this PR didn't properly preserve the changelog: line, please keep that in mind for future merges!
