LG-13951 Fix 500 that occurs when user searches for an address that includes a comma (identity-site repo)

Steps to complete ticket

[x] Step 1: Increase version of @18f/identity-address-search to capture changes from https://github.com/18F/identity-idp/pull/11224/files --> This PR is handling this step
[x] Step 2: Publish version to npm (I will make a note in this PR once it has been published.)
[x] Step 3: Increase version in identity-site in a different PR

I confirmed on npm that 3.1.1 is the last published version of @18f/identity-address-search. 🥳
