LG-14623: Track visits from the "You've verified your identity" email

Why?

• We want to measure the frequency and distribution of user sign-ins from the "You've verified your identity" email notification

How?

• A new controller and route to capture the "visit" and redirect to the ServiceProvider's homepage URL

• Updated the AccountVerifiedPresenter to wrap the ServiceProvider's homepage URL with our new route
