Dockerize directus

• Adds a docker-compose.yml configuration to bootstrap and run directus with our custom extensions locally.
• Also removes old api.data.gov wording so we can POST to directus directly (this bypasses ReVal as well)

I pulled the branch and ran docker compose up from the imls-directus directory and it worked! (yay!) But I don't have any of the data (you're working on the migration elsewhere, right?) and none of the custom extensions built either. I think you knew that would happen but I want to make sure I didn't do something wrong. It seems like we'd want those all to work before this gets merged into main?

To help me, could you write up some install or run notes in a readme for how to use this? Maybe I was supposed to infer more about what I can do with docker now, but alas... It's my first real docker project.

I'm very excited that it worked, though!
