Would the Government allow written technical quotes in .pdf, .docx, .odf (Open Document Format) format submissions as opposed to only through Google Form?

We will only accept submissions via the Google Form, unless accessibility concerns prevent the vendor from submitting via the form. We use the Google Form submission to reduce the burden spent by vendors formatting and with file format interoperability. Google Form submission also allows for our technical team to efficiently and effectively evaluate our vendors, which in turn benefits our vendors by reducing the procurement timelines and speeding up time to award.
