Will forest service provide some actual users or the contractor is required to find them?

The application’s users fall into two primary segments: (1) Forest Service staff, and (2) members of the public applying for permits. 18F and Forest Service team will provide access to Forest Service staff, but per section 2.1.2, vendors will be responsible for “[recruiting] members of the public to participate in usability testing throughout the development process.”

We expect the contractor to employ a variety of recruitment methods to reach our target audience. For example, online or in-person intercept recruiting, calls for participation on community message boards, and connecting with local meetups and communities of interest locally or via social media. The contractor may also choose to hire a third party recruiting firm to help find research participants.
