What is the estimated team size, We at OSI feel that the ideal team size should be 9. Based on the scope of the work, can the government provide an estimate of how many teams will be required to support Phase 2?

We believe that vendors are best suited to propose the ideal team size and are interested in size and composition of the team.

That said, we generally recommend that teams do not exceed that what is recommended by the Scrum Guide: http://www.scrumguides.org/docs/scrumguide/v1/Scrum-Guide-US.pdf, as we believe that team size contributes to a team’s ability to conduct work in an agile fashion.
