RFP does not allow contractor to account for scope of the project.

In order to know if this project needs one team of 10 people for 5 years or 20 people for one year, we need to know the modules DOI wants to add, time frame, how many forest need to be added, and whether or not each forest already had it's own system. It would be helpful to understand the prototyped system with its code so we understand the complexity of the code and what else need to be done. If DOI wants to add as many modules as in a specific time frame with 1 agile development team, then please indicate that approach.

With this contract, the Forest Service (which is part of the United States Department of Agriculture) aims to extend an existing module—the Special Use Permits module—to accommodate as many additional forests as possible within the period of performance. The period of performance is a six-month base period and a three-month option period.

The Forests will already have their own paper based system for receiving applications, and an existing software application (SUDS) for processing them. None of the Forests will have an existing electronic system for accepting applications.

The relevant code repositories for both the Special Use module as well as the entire middlelayer API are available for you to view.
