This is a fair concern and one of the tradeoff decisions that we’ve made as part of having smaller scoped modular contracts. We do everything we can to shorten the time from RFP to award of the contract and to lighten the load on the vendors that bid on our contracts. However, because we require our vendor teams to hit the ground running on sprints, there won’t be time for vendors to go out and hire new people after the award decision is made. We cannot validate a person's experience and ability to conduct the work for our partners based on sample resumes.

For years the contracting community has implied that we have a bench of people who are in-between projects and who we can tap to go work. Given the reduction in government budgets and subsequent push to drive prices downward, most companies no longer can afford this luxury or afford it for longer than a short period of time. The lack of a bench affects the resumes we can offer. This type of work represents one of our core capabilities and we are pleased to offer resumes, but unless the contract is awarded within a week or two of the proposal being submitted, there is a high chance the proposed people have found other jobs. We would feel more comfortable (and transparent) if we could offer representative resumes to show you that we understand what type of people we need to hire and the skills they would need -- I would like to avoid any of us feeling as though there was a "bait and switch" with resumes. Though we understand the constraints you face, an accurate projected schedule of when the work is to start would be very helpful as we plan and extend offers.
