a. Automation for purchasing permits online: How will the vendor measure increased customer satisfaction and quality of public engagement? How is this currently being measured? How will it be determined that the goal has been met?

b. “The application will broaden and increase the public’s responsible access to public lands through online availability; a predictable, responsive and friendly experience; and reduce administrative burden.: Can you clarify how this will help responsible access?

a. The goals you've referenced are long-term product goals that extend beyond the scope of this procurement. The success of this procurement will be evaluated based on the ability for multiple forests to successfully onboard to and use the Special Use module.

b. Increasing the ease and convenience with which people can apply for and obtain permits will result in more responsible access. Additionally, the application will provide information about how to be responsible stewards during the permitted activity.
