a. How much detail is the Forest service looking for? Does the service have technical knowledge of what they are looking for or with Node.js? b. Can the Forest Service provide clarification on how vendors will provide justification of proposed labor categories and skill mix, and how that will achieve the module objectives of scaling the application to more forests.

a. We encourage vendors to take a look at https://18f.gsa.gov/2017/08/30/what-makes-a-great-vendor-team/ and our repositories and please communicate to us an approach that will meet that need. We are looking for strong experience in building and maintaining node.js code in production systems.

b. The forest service requires an agile design and development vendor that will assist them in their vision of scaling this application so that it will be useful to more forests. We hope that vendors will have enough information to propose a right-sized team based on the draft RFP and our responses to the great questions we’re getting. Usually, by the time we’ve answered a round of questions, vendors understand more about the context of our RFPs.
