a. We recommend the Forest Service place an emphasis on Technical score outweighing Price.

Section 6.0 of the RFQ outlines how we intend to evaluate vendors and that the composition of the team and technical understanding and approach are the most important considerations of the government’s selection. Section 6.2 also states that “We intend to pick the vendor that has the best technical factors rather than the lowest price.”
