Question/Comment

The Draft RFP requests we describe our end-user recruitment strategy. In our experience with federal clients, user research has often been limited to internal or pre-selected external stakeholders due to the sensitive nature of the clients' work. In the final RFQ, please describe any USFS guidelines that may impede recruitment, or expected limitations USFS may have with conducting user research with broader segments of the public.

This is not a sensitive system, so the only restrictions on recruiting participants is that they be members of our target audience. Please also see our response to #23.
