With respect to the verbal presentations agenda being unusually strict, that was not our intention. We utilize the verbal presentation to obtain clarity from the submitted proposal. The government encourages offers to submit their best response in their written submission to allow the government to fully understand the proposed solution. The clarifications provides the government the opportunity to understand the broader context of the quotes.
In regards to timing, the government is early in the market research process and do not want to provide an unrealistic project start and end date.

We feel the verbal presentations agenda is unusually strict, particularly the requirements preventing the use of visual aids, and the content of the presentations being limited to responding to the government's questions about our quote. We feel a more constructive session can be had by allowing vendors to place some broad context around their quotes--with or without a limited set of supporting materials--prior to the Open Technical Session. We also feel the key personnel requirement is difficult to for us to achieve without greater clarity into the government's timeline, though we understand from Section 6.1 the composition of the proposed team is the most important consideration in the government's selection. If we must have key personnel identified in the proposal and prepared to participate in the verbal presentation, will the government provide an estimated project start and end date in the Draft RFP?
