Corrected annual leave accrual rate for employees with 3-15 years of service, per https://www.opm.gov/policy-data-oversight/pay-leave/leave-administration/fact-sheets/annual-leave/ May want to move to a table or bulleted list for clarity?

This content also exists in the handbook here (https://handbook.18f.gov/leave-telework-and-virtual-worker/#annual-leave), and the new, integrated Join 18F page links to that resource. We should make sure these edits are reflected in the Handbook before closing this PR.
