Remove build directory from repo #23

Currently, we are manually adding the build files so that all of the magic that happens on Federalist is a go. It would be delightful to not have to do this anymore.

@jeremiak I vaguely remember you telling me that there were possible plans of adding a way to run npm run federalist if Federalist detects a package.json file... or something like that?

Yeah, the work on npm run federalist is in 18F/federalist#13 (WIP), but in the meantime we can use the Jekyll plugin approach to build it. Let's see if we can get this working so we can blow away the "build" directory from git.
