Use Nunjucks templates #27

This PR refactors the entire installation to use the Nunjucks template engine, which should be much more familiar for our Jekyll and Django users.

@juliaelman I explicitly excluded the changes to the build directory that this produces, and would love to merge #24 before this goes in. Let me know if you want to pair on it!
