Adding USWDS, Adding Button element and adding split view #43

Adding the USWDS at a global level in Fractal. This will allow for easier updating and no duplication of styles per component. I also removed the previous half-baked USWDS files from Fractal.

Added a button element from the USWDS as a proof of concept.

Added an additional preview style that show the element on a light background as well as a dark background.

Talked to @line47 about this PR. We are going to close for now, but keep the branch in tact if this is the route the team wants to take.
