Micropurchase-Staging has already been migrated to GovCloud and the DNS
points to the instance on GovCloud. This commit tidys up CI/CD for ONLY
deploying staging to GovCloud.

Added GovCloud deployer credentials for staging and production spaces
in GovCloud
Modify travis.yml and deploy.sh to ONLY deploy micropurchase staging
Will submit another PR for using the production creds next
Removed domain from staging manifest because CDN broker already takes
care of this.
