Auction workflow #891

This epic contains stories to describe the auction creation workflow for admin users, as well as the messaging they see as the auction progresses through all of its states. This epic is mainly to document what is already there, and to add missing states and stages to automate some of the more manual pieces (budget approval, vendor notifications and payment)

This is great, but I'd like to request making these several distinct issues (one for each auction state) because I am unclear of the exact scope of the changes
