if account access is going to take longer please export/archive the current contents of mailchimp for safe keeping.

@firebbl1 I've confirmed that we're not able to grant limited access to the myRA lists in the Mailchimp account (which is being shared by multiple 18F projects). So I've exported the lists and have them on my computer.

We can, however, grant limited access to write emails so that Treasury can do that, but we will need to actually hit "Send". Closing this issue.
