Adds a basic footer (USWDS "Slim" footer), along with editing controls for tweaking it. I went with a new Netlify collection called settings, which I anticipate just being used to tweak individual .yml files. The first settings file is footer.yml.
Coupla things:
The editorial workflow applies here, too, so an admin needs to tag any footer changes as "ready" before they can be published. I think this makes sense, but I had to stop and think about it for a minute.
I extracted an NIH logo from the identity guidelines PDF, but any art should obviously be considered non final.
I somewhat arbitrarily picked "5" as the number of supported links. We can revisit once we have more detailed requirements--this is mostly an exercise in getting the settings editable in the CMS. You can put between 0 and 10 links in the footer, but I think it looks pretty bad with lots of links.
Similarly, I went with "just enter in the urls yourself" versus using a relation or anything more complex for now–my guess is that these links will be infrequently edited.
