Upgrade the DAP snippet to use Universal Analytics #16

This upgrades the DAP snippet to point to the latest version (which uses GA's Universal Analytics infrastructure), and remove the old JS file.

A note for posterity that in the intervening months, the DAP has begun finalizing on a different URL. The above works, but expect a small PR updating the domain name in the near future.
