As a prime contractor I want to be able to send certified payroll for my own company, along with what's sent to me by sub-contractors to my contracting officer. These reports can be sent altogether, or as they become available, depending on the requirements of my contracting agency.

Mostly taken care of with PR #60, but we do need the prime equivalent of a sign-and-certify page still.

Agree with @hbillings and updated the title to reflect that.

updated this issue to reflect that primes don't always wait until all subcontractors have reported before sending what they have to their contracting officer.
