Update nav behavior #773

Because some sections of policy are shorter than others, using the nav to indicate where the user is on the page gets tricky. Let's figure out the best way to help users navigate the page whilst also telling them where they are. @cmc333333

An example might be clicking on the "Leadership and Responsibilities" section, while starting below it on the page somewhere: image

I'm tempted to ignore scrolling and simply use the nav as wayfinding, ála the web standards

I think the way-finding highlight should indicate what section is at the top of the view area.
