pick some colors, fonts, etc. and add simple css for a pleasing layout #145

We don't want to (yet) add a framework or anything, since I really want to try out the USDS / 18F government-wide pattern library when its ready, but it sure would be nice to have a very simple layout with some muted colors so it looks a little more real.

Do you have something in mind? Is there something you're modeling this after (ie, are you just taking the existing site and toning down the colors for another site?). Once I have further info, I'm happy to jump in!

Hi Santina, I'm working with Jeremy on displaying the data dictionary (categories and fields), and we could really use some front-end help! (See issues #46, #122, and #143 in addition to this one.) We're working on collecting the data, just need it to be formatted nicely and responsively.

Hi @scroniser -- it's likely that this app will always be modified by whichever agency that deploys it or used only via API (as we're doing for the first agency), so the pages on this site will serve as example code and the way for developers to get a feel for how the API is supposed to work. So, we don't want anything that feels too branded or flashy, so an agency could just stick their logo at the top and ship a beta version that looks nice.

We could use the pallete at https://18f.gsa.gov/ and the 18F logo as a placeholder, though good to keep in mind that most agency logos are circles (18F and GSA are squares).

@scroniser to clarify, there's no real reason to us 18F colors, just sent the link for reference/inspiration
