FOSS vs OSS #43

Most of the document treats "FOSS" and "open source" as synonyms; "OSS" is used here, and only here, without introduction. Since the topic is distribution it might be relevant that licensing could make software open but not free, but if the intention was to distinguish "just open source" from "free-and-open," an explanation is probably in order for those unfamiliar with the distinction.
