If nobody objects, I'll create a PR with a LICENSE.md that copies the one used at:

It's CC0 for international, with a line at the top saying that works of the USG are public domain locally. As @noahkunin has pointed out, there's further work being done in making something really comprehensive for USG works, but this has been our working foundation for the time being.

The LICENSE.md would both license the terms in this repo, and be reference-able inside the document as the default license for our works.

I'll also add a CONTRIBUTING.md that copies the one at cfpb/qu, which briefly references this and tells contributors that they're releasing their contributions under the same CC0 license. It'll both work for this repo, and be reference-able inside the document as our default.

I just did this as an add-on to #6, so it'll be covered when that's merged.
