Update to policy.md #71

Added in Further Reading section to include GSA's and OMB's policies on Open Source Software. Think it is pertinent to have reference to the overarching policies.

Thanks @afeld @gbinal and @konklone! Looking at 18F's open source repos for content and links to GSA open source policy repo. You guys have done a lot of the work that we are considering which makes my life easier.
