Improve accuracy of training and travel budget lookup tool

Improvements to be made to this tool

[x] Verify that FY17 vouchers are entered correctly
[x] Add authorizations tab so spend can be tracked before vouchers are completed
[x] Update names SSOT to include new employees and their divisions
[ ] Figure out why lookup is sometimes slow
[ ] Hide "backend" tabs
[ ] Get more feedback about tool from individual SMT members
[ ] Present tool to Rob Cook for review and :thumbsup:
[ ] Draft and release comms!

Test with a few select SMT members and take notes on what could be improved.

Feedback includes:

[ ] Consider moving the detailed lookup to the left-- call to action should be in upper left hand corner.
[ ] Consider a landing page for all features instead of having everything on the same page.
[ ] Zebra-stripe division names to improve scannability.
[ ] Allow for sort of detailed lookup.
[ ] Consider adding totals by category (i.e. by Tock line)
[ ] Think about how a manager might find out who went to a group conference (include link to C2?)
[ ] User Research for Everyone shouldn't belong to Design
